Two-thirds of Rashtriya Swayamsevak Sangh's branches runs in villages and one-third in the cities. Since almost 60 percent of the society lives in the village in India, under present circumstances there are many challenges before the rural environment. Therefore, RSS All India Executive Council Meet, emphasized on the need to do more work in the villages through Shakas. There is a great challenge of social harmony in the village. Despite the availability of communication media, there is a lack of accurate and useful information in rural areas. An effort should be made to bring the right information and the right perspective in the village. On the concluding day of the meeting of the All India Executive Board, the Sarkaryavya of the Sangh, Shri Suresh Bhaiyaji Joshi, while briefing the reporters, informed about the major decisions taken during a three-day meeting during the three-day meeting. On this occasion, All India Prachar Pramukh Dr. Manamohan Vaidya was also present.
Sarkaryavya Shri Bhaiyaji Joshi said that with ideas and discussions made in ABKM and work plan has been designed towards Gram Vikas and Kutumba Prabodhan. For the past few years, the farmers are battling many questions and the Sangh feels that we should work towards making the farmer a self-reliant. Understanding the questions of the farmers, the government should formulate a favorable policy. The ABKM meet also discussed the issues of agriculture. The Sangh will endeavor that farmers return to organic farming. The Sangh has made some plans in this direction. He told that the farmers need to become economically viable too. For this, the government should make a policy that farmers can get fair price for their crops. He said that to work in the field of village development, the Sangh will connect the people of 30-35 age group with them.
Shri Bhaiyaji Joshi told that the Sangh has taken up the task of strengthening the family system through Kutumba Prabodhan. Family plays an important role in shaping a person. If the children are imparted with good Sanskar and values of life, then their development is fine. The Sangh volunteers are working towards creating a family centred with society awareness. Through Sangh work, around 20 lakh families are connected. According to an estimate, twenty five crore people have come in contact with Sangh. To create a positive environment in society, there is a need to enhance the work of family awareness. He told that in the meeting of the All India Executive Board, the subjects which have been considered will be given final shape in the National Council Meet in March.
Shri Bhaiyaji Joshi, the Chief Minister said in a reply to a question that Rohingya is a serious question. It should be considered why are they being expelled from Myanmar? Myanmar also seems to have limitations from other countries, but why were Rohingya Muslims not allowed in those countries? It should also be seen that Rohingya who came in the past which are the areas have they settled in India. They chose Jammu and Kashmir and Hyderabad to live their life. From the behaviour of those Rohingyas who have come to India till date, does not seem that they have come here to take shelter. Government should form a policy in granting shelter to refugees, fixing place and duration, arrangements for the refugees to return etc. He said that India has always welcomed the refugees. But, those who are being sheltered should first look at their background. There is also a limit to consider as humanity. He said that the people who are supporting Rohingya Muslims, also need to see and understand their background.
In response to a question asked about Ram temple, Shri Bhaiyaji Joshi said that the Sangh wanted that all obstacles should be resolved first and then Ram Mandir would be built. The government should endeavor to end the barriers. At present, preparations for construction of Ram Mandir are going on in Karsewakpuram, as soon as obstacles are resolved, the temple construction will start. Regarding reservation, he said that reservation should be kept till the fulfillment of that purpose by Baba Saheb, Dr. Bhimrao Ambedkar has arranged for reservation for the purpose. He said that the society receiving reservation should decide how long it needs reservation.
ग्राम विकास एवं कुटुंब प्रबोधन के कार्यों को गति देगा संघ
भोपाल, 14 अक्टूबर। राष्ट्रीय स्वयंसेवक संघ की दो तिहाई शाखाएं गांव में और एक तिहाई नगरों में चलती हैं। चूँकि भारत में लगभग 60 प्रतिशत समाज गांव में बसता है। वर्तमान परिस्थितियों में ग्रामीण परिवेश के समक्ष अनेक प्रकार की चुनौतियां हैं। इसलिए संघ की अखिल भारतीय कार्यकारी मंडल की बैठक में शाखाओं के माध्यम से गांवों में और अधिक कार्य करने की आवश्यकता पर बल दिया गया। गांव में समरसता की बड़ी चुनौती है। संचार माध्यमों की उपलब्धता के बाद भी ग्रामीण क्षेत्र में सही और उपयोगी जानकारियों का अभाव है। गांव में सही जानकारी और सही दृष्टिकोण पहुंचाने का प्रयास किया जाना चाहिए। अखिल भारतीय कार्यकारी मंडल की बैठक के समापन अवसर पर संघ के सरकार्यवाह श्री सुरेश भैय्याजी जोशी ने पत्रकारों से संवाद के दौरान तीन दिवसीय बैठक में लिए गए प्रमुख निर्णयों की जानकारी देते हुए यह बताया। इस अवसर पर अखिल भारतीय प्रचार प्रमुख डॉ. मनमोहन वैद्य भी उपस्थित रहे।
सरकार्यवाह श्री भैय्याजी जोशी ने बताया कि अखिल भारतीय कार्यकारी मंडल की बैठक में ग्राम विकास और कुटुंब प्रबोधन के विषय में विचार-विमर्श कर कार्य योजना बनाई गई है। पिछले कुछ समय से गांव और किसान अनेक प्रश्नों से जूझ रहे हैं। संघ का विचार है कि किसान को स्वावलंबी बनाने की दिशा में कार्य किया जाना चाहिए। किसानों के प्रश्नों को समझकर उनके अनुकूल नीति सरकार को बनानी चाहिए। बैठक में कृषि के संबंध में भी विचार किया गया है। संघ प्रयास करेगा कि किसान जैविक खेती की ओर लौटें। संघ ने इस दिशा में कुछ योजना बनाई है। उन्होंने बताया कि किसानों को आर्थिक रूप से सक्षम बनाने की आवश्यकता है। इसके लिए सरकार को नीति बनानी चाहिए कि किसानों को उनकी फसल का उचित मूल्य मिल सके। उन्होंने बताया कि ग्राम विकास के क्षेत्र में कार्य करने के लिए संघ 30-35 आयुवर्ग के व्यक्तियों को अपने साथ जोड़ेगा।
श्री भैय्याजी जोशी ने बताया कि परिवार व्यवस्था को सुदृढ़ करने के लिए संघ ने कुटुंब प्रबोधन का काम अपने हाथ में लिया है। व्यक्ति के निर्माण में उसके परिवार की भूमिका बहुत महत्त्वपूर्ण है। बच्चों को संस्कार और जीवनदृष्टि परिवार से मिले तो उनका विकास ठीक प्रकार होता है। परिवार समाज जागरण का केंद्र बनें, इसके लिए संघ के स्वयंसेवक कार्य कर रहे हैं। संघ कार्य के माध्यम से लगभग 20 लाख परिवारों तक पहुंचा है। एक अनुमान के अनुसार सवा करोड़ लोग संघ के संपर्क में आए हैं। समाज में सकारात्मक वातावरण बनाने के लिए कुटुंब प्रबोधन के कार्य को बढ़ाने की आवश्यकता है। उन्होंने बताया कि अखिल भारतीय कार्यकारी मंडल की बैठक में जिन विषयों पर विचार किया गया है, मार्च में होने वाली प्रतिनिधि सभा की बैठक में उन्हें अंतिम स्वरूप दिया जाएगा।
सरकार्यवाह श्री भैय्याजी जोशी ने एक प्रश्न के उत्तर में बताया कि रोहिंग्या गंभीर प्रश्न है। यह विचार करना चाहिए कि आखिर म्यांमार से उन्हें निष्कासित क्यों किया जा रहा है? म्यांमार से अन्य देशों की सीमाएं भी लगती हैं, परंतु उन देशों में रोहिंग्या मुसलमानों को प्रवेश क्यों नहीं दिया गया? यह भी देखना होगा कि पूर्व में आए रोहिंग्या भारत में किन क्षेत्रों में बसे हैं? उन्होंने अपने रहने के लिए जम्मू-कश्मीर और हैदराबाद को चुना है। जो रोहिंग्या अब तक भारत आए हैं, उनके व्यवहार से यह नहीं लगता कि वह यहाँ शरण लेने के लिए आए हैं। शरणार्थियों के संबंध में सरकार को नीति बनानी चाहिए, जिसमें उनको शरण देने की नीति, स्थान और अवधि तय हो। एक कालावधि के बाद शरणार्थियों को वापस भेजने की व्यवस्था बने। उन्होंने कहा कि भारत ने सदैव शरणार्थियों का स्वागत किया है। परंतु, जिनको शरण दी जा रही है, पहले उनकी पृष्ठभूमि को देखना चाहिए। मानवता के नाते विचार करने की भी एक सीमा होती है। उन्होंने इस बात को प्रमुखता से कहा कि जो लोग रोहिंग्या मुसलमानों का समर्थन कर रहे हैं, उनकी पृष्ठभूमि भी देखने और समझने की आवश्यकता है।
राम मंदिर के संबंध में पूछे गए एक प्रश्न के उत्तर में श्री भैय्याजी जोशी ने कहा कि संघ चाहता है कि पहले समस्त बाधाएं समाप्त हों, फिर राम मंदिर का निर्माण हो। बाधाओं को समाप्त करने की दिशा में सरकार को प्रयास करना चाहिए। वर्तमान में कारसेवकपुरम् में राम मंदिर निर्माण की तैयारियां चल रही हैं, जैसे ही बाधाएं समाप्त होंगी, मंदिर निर्माण प्रारंभ हो जाएगा। आरक्षण के विषय में उन्होंने बताया कि बाबा साहब डॉ. भीमराव अंबेडकर ने जिस उद्देश्य के लिए आरक्षण की व्यवस्था की है, उस उद्देश्य की पूर्ति तक आरक्षण रहना चाहिए। उन्होंने कहा कि आरक्षण प्राप्त करने वाले समाज को ही यह तय करना चाहिए कि उसे कब तक आरक्षण की आवश्यकता है?
